Problem solved.
If anyone runs into this problem in the future here is the explanation:
Digital inputs are only toggled from high to low, or vice versa, through a ~5V signal to the proper connection in the rear of the controller. This connection and related information is listed in the manual. However, I wanted to do trigger the same response (in order to hold, resume, and terminate) using MODBUS communication. Instead of trying to write to the Digital In registers (1060-1067), which only configures the 4 Digital In's, write to the appropriate "key press simulation" registers.
They are 1210, 1209, and 1217 respectively.

I believe kaustubh has developed a working driver for the F4, perhaps you could leave your email, and he could send it to you so that you might reference it! I am not sure if he is still monitoring this thread!
