To add a little bit to what Albert mentioned; any of the current National Instruments GPIB offering (except ISA) will work in Windows XP. If your computer has a ethernet port, the GPIB-ENET/100 will also give you compatablility with future systems for years to come since it does not rely on any internal computer buses.
As for the software part of this question, your new GPIB card will ship with all the drivers and software you need. It includes a copy of Measurement and Automation Explorer which will manage your GPIB cards and allows you to enable a DOS support.
