You need NI-VISA. If you're using a National Instruments serial port card or device then you also need NI-Serial. All software can be found in the Tech Support page.
Obviously, you will also need the Run-Time Engine for the software development environment itself as well. For example, for LabVIEW you will need the LabVIEW Run-Time.
