how to open the HP428XA Frequency Step Measurement.vi

The llb you posted is in version 5 and has no diagrams so it can not be loaded in a newer version of LabVIEW. The only thing I could do is try to open the file and read it. I used a function in 7.1 called Read From I16 File. This calls the subVI that is giving you the error. I had no problem reading it though I can't tell if the data is correct. Without seeing the source code of your program, I have no idea where the problem could be.

There is no possibility with the code you posted. Once the diagram is gone, it is gone forever. You would need to find the original VIs - the ones that don't have the diagrams removed.
