pci gpib won't connect to agilent 35670A *IDN? query unresponsive

newbie here. i'm trying to get the agilent 35670A to transfer data using labview over gpib the probelm resides in the fact i can't get started because my pci card wont recognize the agilent. ive downloaded a driver before hand. the measurment and automation explorer doesn't find it with correct address input. i'm at a loss of where to go next.

Is your PCI-GPIB card made by NI? If it is open MAX (measurement and automation explorer) and expand devices and interfaces on the left hand side. You should see your PCI GPIB card there usually called GPIB0. Click that and on the right hand top menu click "Scan for instruments". If your agilent is powered up and responds to 488.2 IDN? commands it should appear at the bottom at the PAD address listed.

yes it is a NI board. and all that you have listed i have done. it's just not communicating. the agilent says' it's address is 19 so my settings in the measurment and automation xplorer are as follows GPID interface id : gpib0 prim. add.: 19 second add: NONE system controller: x i/o time out: 10 sec auto polling: x etc etc and below it says: Instruments not Found

That's just wrong. You do NOT set the address of the GPIB controller to the same address of any instrument that you have connected. You should have just left it alone at the default address of 0. I would suggest searching for a GPIB tutorial. Each device on the bus must have a unique address.
