Laptops don't generally have a DB15 serial connection. The DB15 is usually a video connection. Device manager will tell you if you have any RS232 ports.
p.s. What is a WT210? Who makes it?

Yokogawa makes the WT210:

Basically, the wt210 allows communication with a laptop via 25 pin serial connection. I am using an acer travelmate laptop (i think it doesnt have serial ports). Some article suggects I use a USB-to-serial conveter and 9 pin female to 25 pin male adapter cable.

As I said, windows device manager will tell you if you have any serial ports. If you don't, then a USB-RS232 adapter is the obvious choice.

jerezar,
The type of cable to use will depend on the 'Handshaking Method' you configure the WT210 to use. There is an entire section in the manual devoted to configuring the WT210 for serial communication.

OK , let me get this straight. I will get as db9 female to db25 male connector and USB-to-serial converter with db9 male on the serial end

Hello jerezar,
If you are trying to get to a db25 connection from your laptop and do not have a serial port on your computer you can use the USB to serial and then a db9 to db25 connector. Have a great day!

If you can't download it from one NI location, not sure why you would be able to download from another NI location but here it is.
