you've had solved the first problem (by installing labview with supported keil uVision) so my solution was not necessary anymore.
ULINK2 is a debugger, it´s a hardware tool to debug and download firmware to a device.
since you have a ek-lm3s8962 eval board, you can use the build in USB debugger (in settings selecting luminary eval board as debugger).

Ill do another reinstall and see if i can resolve the first problem.
So which settings do you mean and where?
In Keil, I couldnt see any 'luminary eval board' debugger.
It had 'Stellaris ICDI', but that didnt seem to work with Labview.

This error is very common with me, you're correct, the debugger is "Stellaris ICDI", you can automatic select this when create a project in the option "LM3S8962 USB" or manualy by openning the program in the uVision and selecting this tool in the options.
I don't solve completely this problem, sometimes occurs, sometimes not, the best way is click only in "Build" in LabVIEW and after that, download the code using the button in uVision. When the download have problems and the program seems to be crashed, don't try to click in "Cancel", unplug the USB Cable and the program interrupts the download.

Yes it is Stellaris ICDI (it was first ek-lm3s8962 eval board)
but make sure that it is also set under the Utilities tab, select settings, there you can see the attached devices, if it can't see your board there, it won't able to program it with that interface

most labview examples provided for these devices are configured to be debugged with ULINK2
In my personal experience I have worked downloading the usb cable programs without any problem, I have installed LV2012 and LabVIEW Embedded Module for ARM Microcontrollers

You should post a new thread for your issue as it may not be exactly the same issue. Please also provide a bit more context of your issue. What does the build deployment screen state as the error? Have you tried any troubleshooting steps? Has this worked before and now you're receiving problems? Please make sure to address those questions in your new thread post.
