RAM vs Flash

LVE "recommends" 256k of RAM.  Does it have to be RAM or can it be Flash?  In particular from the thread http://forums.ni.com/ni/board/message?board.id=beta2&message.id=96 someone was trying to load an image in a chip that had only 32k of RAM but 512k of flash.  The load failed at 32k implying it was trying to load into the RAM.  Could he have loaded it into flash?
 
I'm looking at using an ARM chip with LVE, in particular one of the LPC parts.  There are a few with plenty of flash, but not enough RAM.  Some folks have talked about using boards with off-chip RAM.  I'm just wondering if I should rule out anything that has less that 256k of RAM.
 
If anyone has any insight into the real requirements for the target it would be helpful to me.

I have a similar question. I'm using the LabVIEW for ARM 2009 with the LM3S8962 Evaluation Board and I have a lot of constants that I would like to write to flash so I don't run out of RAM. Is this possible? If so, how? Thanks.
