In my opinion, tab do not improve usability, so if we could get rid off this "Icon Text" tab this will be great.
The problem is that it is not obvious on which other tab it should be merged with (may be the "template" or "glyph" one?) [I think the template is the most likely candidate].
About a 5th (header) line, this could be done fairly easily by just adding one line to the string control (the software can keep track of the formatting used in each line).
I think that neither of the other tabs is a good candidate to host the icon text.
If the icon text is gonna be embedded in one of the other tabs (glyph or template), it might end up be too confusing whether the icon text can only be used in combination with glyphs or with templates.
Yes, I agree that moving this to any of the existing tab is not ideal (although is is somewhat related to template because the template define where the text goes).
Another possiblity, is to have this as a separate UI that would be called upon pressing a button (I am not sure I like this too much)...
Finally, another idea would be to do it like this (I think it works ok with the new design I have, but it could be adapted to the existing UI).
Note: The icon text could even have an extra line for header.
I think the Icon Editor UI is bloated, and out of principle I will Kudos this idea. I'm not particularly attached to this upgrade, but it is one among many that could increase the "usability density" of the Icon Editor. In other words: the same task is being completed with both user interfaces, but the upgrade contains common glyphs (no translation needed for localization!), and the upgrade takes up 1/4 the real estate.
