Arduino DAC

I'm working on a project of a potentiostat with the Arduino. I've seen some projects on the Internet, but use electronic components hard to find in my town (small town in Brazil).
The potentiostat must supply to the electrodes, a potential (Vcc) constant, adjustable between +5 and -5 V, and I would get it for a DAC circuit (8-12 bits is sufficient).

How could we control it via LIFA?
This op-amp can be replaced by other more common (like LM358)?
The potentiostat also needs a source of current, constant and controllable. It has to do it using the same principle of the DAC?
