Hello.
Yesterday i also got this problem and dont know how to configure it up. I have check that i had install extra NI Run Time 8.6.1 which can be download at ni.com. I have uninstall
the extra Run Time which i check that i already have NI Run Time 8.6.1 when installing LabVIEW 8.6 professional which already included the Ni Run Time. After that i repair again the NI Run Time 8.6.1 and Web Services. Then i restart and do the step and finally manage to create the application and also the installer. Maybe the conflict happen when more directory to be as refer for the installer to create NI Run Time.
Regards,
Zull

Hello All,
for my the problem was solved by upgrading to LV 2009!
Therefore, I cannot say exactly what was the problem!
Salute!

Fixed it. I found that some of the Source files were Read-Only. Changing that and redoing the exe & installer fixed the issue.

That solution was given 2 pages back, like 8 years ago.
