The TA and LA numbers refer to these specific hardware/software options for the instrument. If you know which model of 8960 you're using, then search for that specific type and download the driver. With the correct driver, you can easily communicate to the instrument to set it up and perform measurements. The code that you find on NI's site are wrappers around a DLL that Agilent wrote. The DLL is the actual driver.
