This file opens just fine here in 8.6, so I suspect that the problem is with one if the subVIs (which we don't have).

I cannot open it - LV 8.6 goes to open it then closes completly. This can happen if you try upgrading a corrupt VI.What VIs have you included from add-on modules/toolkits?

I suspect there is a difference between what modules/toolkits I have installed and what you have installed. What LV modules/toolkits do you have?
