Nope, that looks like the same one that is still on NI's website, it hasn't been updated since 2003. Have you tried setting the device address in the global variable?
"I did see a Global VI titled "dev_addr.vi". Did you try setting that to your GPIB address of 17? You can use "edit >> make current values default" so it keeps that value."
