This might not be what you want to hear, but since you asked for advice...
The only problem I can think of with this system, is that it is a lot of work. Even for experienced LabVIEW programmers this will be a challenge, and probably a 4-8 weeks project.
If you are completelly new to LabVIEW, I'd start with taking, at least, the base and advanced course. Then, I'd look for an alliance partner nearby that can build a framework (architecture and essential parts) for you, and teach you how to build your functionality with it. You could also ask them for any kind of "hands on" course, to build this application under their guidance. They might go easy on the price since you're working for an educational institute (especially if they can show it off).
If you are not experienced with LabVIEW at all, this might be a tough one. If you really want to do this yourself, you need to break down the system into parts. Get the data acquisition, the conditioning, the measurements, the fuzzy logic, the neural network working *separately* first. NI has a fuzzy logic toolkit, and there might be neural network tools for LabVIEW. Then, choose an architecture and put the building blocks into it.
Questions about a part of the system, will be much easier to awnser.
