This error pertains to a StellarNet spectrometer (USB interface.)

The spectrometer works OK with its own application software.

All of a sudden when we try to run the spectrometer in Labview we get:

(The error occurred all of a sudden historically this unit has worked fine)

Any ideas?

I mean, you've given us basically nothing to go on here.  A screenshot of the cropped error message and no source code is not super helpful.

USB bulk may refer to this:

But you probably need to either include the source code where the error comes from or contact the manufacturer.

What else has changed?

OS update? US upgrade? Driver update? Faulty cable? etc.
