What I found is that I can Import/Export using the System Configuration VIs in LabVIEW. Are these affected by the local database?

Have you installed LabVIEW 2015 "on top of" an earlier installation of LabVIEW (such as LabVIEW 2014)? If so, you may have run into the infamous NI Multiple Version Installation of LabVIEW Kills Random NI Services issue. I just reported one today to NI (the Variable Engine service gets killed) and had previously had an issue with MAX, don't recall the details.
I fixed the MAX issue by opening Control Panel, going to Programs and Features, National Instruments, and asking to Repair NI MAx (and only MAX). Be sure to have all of the Installation Media for all the installed versions of LabVIEW on your system -- in my case, it took 6 DVD insertions (and considerable time -- DAQmx itself took 20 minutes), but when I rebooted, everything was running (again).

From MAX on the working and non-working system you probably should create a technical support report and then look at the list of installed software to see if you notice any differences. Also, where exactly in the export process does it fail. Also, the technical support report may include crash dumps that aren't shown in the UI.
