I have LV2011 and LV2017 in use: both can load your chimes.wav without problems…

(Try SoundFileReadSimple for a quick test!)

The hit-and-miss success stories suggest that maybe there is a CODEC needed to play this file.  Maybe some of the computers have it, some don't.
