When you uninstalled/reinstalled, what process did you use?
Did you uninstall and then use a forced reinstallation? Did you mess with the registry at all? (Hopefully not)
Here's a link for forced installations: http://digital.ni.com/public.nsf/allkb/ADD22E807D5A12AD862579EC00760F79
That clobbers a lot of the registry entries.
If you reset the MAX Database, none of the three devices has any history with MAX at that point. It shouldn't be any different between the sbRIO or the cRIO.
In MAX, do you see the device at all? Typically, you'll see the USB device under My Computer and the Devices tab. It'll be less than useless there. But, you can see it. The useful area is down under remote devices. Does the name still exist with the red X? Does it not appear at all?

To uninstall, I used Windows add/remove programs process and then after rebooting I deleted the directories that were still left. I also went into the registry and did my best to remove any key associated with National Instruments,LabVIEW, or NI. I will admit, this probably wasn't a good idea, and I know I didn't get everything. I then reinstalled using the autorun.exe located in the root of the LV2015_EMB_Suite usb drive (the original installation "disk"). Once finished and rebooting, the problem is still there - can access the cRIO via the project explorer as well as Internet explorer, etc. And using the USB cable I do see the cRIO under My Computer and the Devices tab, so it does appear there and I can click on it and see some basic details in the right pane, but as you point out, there's pretty much no utility associated with this.
About the forced installation, that webpage indicates that: "If you are using a suite installer, you will need to find the directory for the piece of software you are trying to reinstall. Each piece of software will have its own folder within the distributions folder. This command will not function if used to call a suite installer." I am not sure if I need to just install MAX, but even if I did, there is no setup.exe in the p51 folder where MAX is located. To be safe, I should just force install everthing but I am guessing that LV2015_EMB_Suite\autorun.exe is the suite installer. I am inclined to try LV2015_EMB_Suite \VOL1\setup.exe, what do you think?

I'd take a look at installing the entire software suite one at a time using that route. When you messed with the registry, there's no telling what isn't in a good state.
LV
cRIO Drivers
RT
FPGA
Install forced in that order. That will also force install MAX. From there, the first thing I'd try is the USB cable. Do you see the cRIO under remote devices? If so, check the network tab. Are you set to DHCP or Link Local? If so, can you connect directly to the PC with an Ethernet cable then?

I'm having an identical problem!
I have a notebook that communicated with cRIO9074 normally. I have vacations and when I returned they didn't conect anymore. (and I didn't nothing, they were closed in my room)
I tryed reset MAX configuration. Install more recent version of MAX. Reseted IP of cRIO. Formated cRIO (by connecting it in another computer that recognized it). Changed IP. Nothing worked!
I see that cRIO in NI web browser in running status but MAX doesn't see it.
Now I'm uninstalling all NI software, clearing windows registry and reinstall NI products again to see if it works.
