In LabVIEW 6.1, create a property node for the tab control on the block diagram and select the 'Pages' property. This gives you an array of refnums: one for each page. To set the label for a page, set its 'IndependentLabel' property to True, and then set its 'TabCaption' property to the name you want. Don't forget to close each refnum in the 'Pages' array when you're done.
