Convert Teds.llb from 7.1b7 to 7.0

Can anyone convert this:
ftp://ftp.ni.com/contrib/epd/D5C28B9678B612CAE034080020E74861/Create_TEDS_Serial.llb
so that it can be opened in LV 7.0?

Here is the converted LLB.

The LLB may not be executable since the VIs are referring to another LLB named TEDS_api.llb which I didn't found in the directroy of the FTP server where you pointeded to.
