I don't see the term "professional" anywhere and "application builder" is grey, not green, meaning it is not licensed.
Here's mine for comparison:
If you know that you have "professional", there is a licensing issue and you should contact NI.

I was wrong, I have LabVIEW Full development system. How do I go about getting application builder?

You can either upgrade to professional or add the application builder. Contact NI sales.

NI has been "giving away" the application builder for years with the "Full" development suite.
Try using your serial number to activate the Application Builder.

I used to handle the LabVIEW licensing for my department. We have NEVER had to purchase the Application Builder separately since LabVIEW 6i and we had several users with the "Full" development suite. I used to be one of them so I know this and even the NI sales rep told me that they throw in the application builder when we were upgrading from 6i to 8.0. (We skipped LV7)
Maybe they don't anymore, but it's worth a try. Worst thing that could happen is it doesn't work.
