Custom Controls don't resize with monitor rest (scaling is enabled in VI prop)

 I want my application to automatically resize on monitors with different resolutions.

When I go to VI properties and select: 1. Maintain proportions of window for different monitor resolutions and 2. Scale objects on the front panel as the window resizes - all the controls scale appropriately except the custom controls. The custom controls are Acts. They are made from standard Labeled controls with decorations from the modern palette used as decals. Any advice on how to make them scale or how I can make Acts that will scale?
