Hi Teresa,
It seems like there might not be enough power for the USB. That's why it's not detecting it being plugged in.
Can you try using an externally powered USB hub?
This should provide enough power to connect to the device.

I just received the new USB host cable from HP for the IPAQ-210/211. I have same issue that you are observing (with a new USB-6009). 6009 works well on PC, and flashes normally. On PDA host it flashes in what seems a long off, short on LED sequence (rate about same as when attached to PC but the light-on time is shorter).
I was afraid that current was the issue. I attached with a Kensington external power mini USB 2.0 hub, and the IPAQ-6009 flashed normally and application worked from pda. I was also disappointed in the implications re. portability.
I then accidentally noticed that withiout power the USB hub still worked.
I don't think this is a current issue, but some sort of lack in the PDA ('Master USB' cabability mentioned earlier here??).

The issue (at least with the IPAQ210) may be due to the USB host being an USB OTG (on the go) implementation. This is different from standard USB host. I'm not certain yet if the IPAQ implements standard USB host or USB OTG - info is vague.
Could someone with knowledge of USB details, please confirm whether this may be root cause to issues describe in these posts. If this is so and a hub is necessary, are there very small solutions to improve portability?

Definitely works with just the hub, the 6009 and the IPAQ. Tried several times. Am now looking for very small hubs.
I am just measuring the noise at this time, but it does reads fine (I just got it to work yesterday). I will check tonite with something real. Before it gave me the same error, I believe, that you were seeing.
Is still possible that it is something else, but I'm suspicious that it is related to USB OTG. Look into that, it is a USB implementation for portables that, I believe, spec allows for variable hardware setup. I'm guessing a bit, but seem to have read somewhere that USB must first establish a master/slave relation. If not done correctly the connection does not complete. I don't know much about the electronics.
I also checked that it wasn't the physical connection or the length of combined cables that were the issue. I replaced with several male to female (USB A) cables, I could not make any work without the hub, and all worked with the hub. I also extended the combination of such cables to a longer length, with the hub in line: still worked. So I don't think is either physical links or length issue.
Our situations may be different. Current issues could be marginal too. On Brighthand.com forums some folks are discussing ipaq 210 and usb host (google...). Some have checked the current output. They say they can draw 200 mA from the ipaq usb (on homemade cables). Not sure what 6008/6009 requires (especially at startup). At some point (pushing the current draw up) the ipaq protects itself and shuts down the usb hosting, according to these folks. What is yours Loox's USB current spec?
