The first definitive question is — which "Modbus Library" exactly you have used in the project? Some libraries are just set of SubVIs with TCP/VISA communication and they are really free. But if you using OPC I/O servers included in the LabVIEW DSC Module and using Modbus to communicate, then yes. In general if you touched part of DSC, which needed Run-Time license, then you should get a notice screen about required license (or error like "not licensed") when your application will be deployed and started first time (I haven't used DSC long time, but at least this is common for NI Products where Run-Time License is required like Vision or OPC UA).
