Disabling raise-on-focus

Does anyone know of a way to prevent LabVIEW from raising all its windows to the foreground when one of them is focused?  I use focus-follows-mouse, and it's annoying when I mouse over a LabVIEW window and LabVIEW pulls all its windows over the windows I'm trying to use.

This issue has been previously discussed here.  Ultimately, that's how the LabVIEW environment works and your best solution is to minimize VIs when you're not using them.
