If not, where can I get thhis functionality? I only have the base package and the manuals say I should have these functions available to me.

No. I have the Full Development System, but that just adds the Analysis VIs. I have the Graphics and Sound, and use them all the time. What version of LabVIEW do you have, and do you have an icon in the Function palette called Graphics & Sound?

The only function available in the Base package is the Beep.vi. The other graphics and sound VIs are available with the full version or better.
