Does the PXI-6651 timing module require installation of LabVIEW? If so, it would seem to preclude its usage with app builder executables on client systems

Do not stuff your entire question into the subject line. You have a large message body. USE IT. You could at least explain why you think you need LabVIEW installed for the hardware.

You should not need LabVIEW installed to use the 6651 if you are not developing in LabVIEW. This card is supported by NI-Sync drivers.

In order to develop code using this card, you will need:

- A development environment/language. This could be LabVIEW or C or VB.NET or a variety of other languages.

- The NI-Sync drivers.

To distribute this code, you will need:

- An exe file. If this was written in LabVIEW, you will need the LabVIEW Run-Time Engine.

- The NI-Sync drivers.
