NO, it is not possible. Usually, in this kind of issues, you should check what OS the TPC is running, in this case Windows CE.
Further, you should see if LabVIEW has drivers to support the devices you want to connect to the TPC, for windows CE.
The new National Instruments driver is called DAQmx, and usually, for Windows CE, DAQmx base is used. http://www.ni.com/dataacquisition/companion_software.htm
The only issue remaining is the compatibility of ENET-9211 with DAQmx base. As you can see in the compatibility list below,
http://zone.ni.com/devzone/cda/tut/p/id/6913#ethernet, ENET-9211 does not work with DAQmx base.
An alternative sollution would be using USB-9211A, of course, depending on the length of the USB cable and the loss through it (usually 5m).
