Error 0xFFFEFA46 when deploying Web Services to CRIO RT Target

LabVIEW 2023 Q3 64 bit. CRIO-9032 RT Target. RT-VI is running. Web services work on debug server. But deploying them to to application web server (by right click in the project on the web services) gives this error: 

Error LabVIEW: (Hex 0xFFFEFA46) LabVIEW Web Services: Call to create a reference to the LabVIEW application failed.

How can I deploy the web services?

update: the problem was solved as follows:

downloaded the RT System Image 2024 and did a new format/update on the cRIO
