Error 1000

I'm using a scratchpad for some scripting.  When the scratchpad VI is checked in to our source control, it becomes read-only; so in my scripting code, I unlock it.

But I still get error 1000 (The VI is not in a state compatible with this operation).  The scratchpad VI is idle, and it's not a member of a library.

 

Is there a way to really unlock it without messing with file attributes?
