Error 1013 when getting RT front panel reference

The following code has stopped working in RT.

Results in Error 1013, "Cannot load front panel."

This code is being run from within LabVIEW and targeted to a cRIO.  It should work.  It used to work.  Our code gets references to front panel controls to read/write values and it no longer works.

LabVIEW 2015SP1   15.0.1.f7 (32-bit)

"Embedded UI" is not enabled.

Apologies to the LabVIEW universe.  That code snippet probably never worked on RT.  I was chasing down the wrong problem.
