Error 26096 LabVIEW 6.1 application builder

When I run the application builder with create installer, I get the error code 26096: NMDK_AMM_UNSPECIFIED_MERGE_ERROR and the path to 'ActiveX Container.MSM'.
What is going wrong and how can I resolve this problem?
