Hi, deanabdu.

What disribution are you using? (And what version?) This error can be caused be a few different situations under different distributions, so knowing that should help us fix it. In the meantime, you can try to rename the file locale.dir in /usr/X11R6/lib/X11/locale. (Rename it to anything you want.) I've seen references to that fixing the problem for some users. If that doesn't help, I'll see what I can determine from you distro/version information.

Let me know how it goes! Have a nice afternoon.

I have Red Hat Linux release 7.3 (Valhalla) on the system.
Here is more log from the error msg. Thanks for the quick response.

The font "-*-helvetica-medium-r-normal--12-*-*-*-*-*-iso8859-1,
-*-arial-medium-r-normal--12-*-*-*-*-*-iso8859-1,
-*-helvetica-medium-r-normal--12-*-*-*-*-*-iso8859-15,

-*-arial-medium-r-normal--12-*-*-*-*-*-iso8859-15,*-r-*" does not support all the required character sets for the current locale "en_US.iso885915"
(Missing character set "ISO8859-15")
(Missing character set "ISO8859-15")
Internal Error : "fontmgr.cpp", line 1028 LabVIEW version 7.1 For assistance in resolving this problem, please exit and relaunch LabVIEW, or contact National Instruments.

I believe that this error only affects Exceed because it doesn't have fonts that match the default RedHat 7.3 locale setting. You should be able to fix things by changing the character set for your locale to iso-8859-1 or by unsetting it. You can unset this environmental variable by using either of the commands, "unset LANG (bash/zsh)" or "unsetenv LANG (tcsh)".
