The chances are very good that you will not be able to install LabVIEW until you completely rebuild your PC's software, starting with backing up all of your files, reformatting the hard drive, reinstalling Windows, reinstalling all the other software you want to use (such as Microsoft Office), restoring your Documents, and when everything else works, installing LabVIEW.
LabVIEW is a very complex, fairly large Programming Environment. It can take the greater part of an hour to install. As with most Windows Programs, bits and pieces of it are inserted into the Windows environment, with files scattered around the disk (not all of them in National Instruments folders), and multiple (!!) entries in the Windows Registry. Uninstalling LabVIEW can take as long, or even longer, than the installation, as NIPM, which serves to both Install and Uninstall, has to "find all the pieces" and remove them properly.
You have, unfortunately, corrupted this delicate balance by deleting files that the Installer/Uninstaller needs to properly Install or Uninstall LabVIEW. I have encountered this situation in the past, and a reformat/rebuild was the only procedure that worked.

What kind of error do you get if you try to reinstall? How did you uninstall? (Typically you would remove all using the NI package manager, then uninstall the NI package manager, in that order). What files did you "delete"? What is the meaning of "slow"? How do you measure that? (There were a couple of windows updates recently, and they will also make your computer temporarily slow).
It really helps of you would describe your problem in detail. Can you show us a screenshot of what happens if you try to reinstall?

Slow means when I don't install the labview my laptop start in 30-40 sec but when I install the labview my laptop take time up to 4 -5 minutes so I think because of labview this is happened so I uninstall it
I search any other files are present or not ( in laptop ) but I couldn't find it
