Excel picture insert

Hallo guys

one problem about excel, I wrote 2 programs to generate a excel report, one create a new excel file (see attachment), and the other one is used to insert picture and value in to this excel file, but it seems that only value can be written into,  inserting of picture does not work. I guess there should be some configuration behavior take place, any advices?
