Check out this message.  Various bitmap images were posted that could be used as wallpaper for helping to size VI's for different resolutions.

When I change the monitor resolution, the VI properties still does not recognize the new monitor resolution. Is there something else I need to do for the VI properties to recognize the new value?

What do you mean by "recognize the new monitor resolution"? Have you turned off the auto-scaling?
