Failed to initialize installer error: 110

loading LabVIEW 6.1 onto a computer with WIN98 and no other LabVIEW software. No virus sofware or any other software running in the back ground. I keep getting the mentioned error: 110

Since the installer for LabVIEW is based on the Microsoft Windows Installer Service, sometimes the version of the service installed on the machine is older than the one required by the LabVIEW installer. In some cases, the Installer Service itself is not installed. This can be the case with Windows 95, 98, Me, NT, and 2000. Simply install the appropriate version, reboot your computer, and retry the LabVIEW installation. The installer is on the LabVIEW 6.1 CD and is named instmsi.exe.

I've been that route. I installed the installer instmsi.exe which on my CD is almost 4years old 99 version. I also went to Microsoft web page and down loaded the Windows installer V 2.0 but the installation process is strange. normally when you down load a file from the web you get prompted as to "Open now or save to file" and you get to choose where you want to down load the file to but this down load is automatic and the file that is save has a .VI extension that no program can open so I don't know how they expect you to load somethng tht you can't open I'm still working on that one. If you have any more ideas i'll be happy to try them out as of right now nothing is working and I'm falling behind schedule.
