GPIB communication between two PCs

Hi,

In one of my projects, I am asked to use GPIB for communication.

If I have GPIB cards installed in two PCs, can I use them to communicate between the PCs ?

If cannot, what could be the reason ? I do not have any instruments connected on the bus.
