Helpasst.DLL NOT FOUND reinstall software

Installing LV2012 SP1 on Win XP machine.  License manager gives helpasst.dll fault.  I have uninstalled and re-installed LV and patch F5 and cannot get any other response.

Thanks for your reply.  My PC is running XP SP3.  The problem is preventing me from entering the license in the license manager.
