How could I transfer arument to standallone vi at launch?

Hello again
I'm looking a way to transfer argument to vi in exe form at windows at
launch.
Vi could be open at windows by footnoting user-defined file extension, let's
say: "*.lab" to my application [I mean vi.exe ] by win option "Open
with...", but how could I transfer argument fo this application?
