3 clusters means 3 shift registers. You can do it all with one shift register. Did you know that you can bundle your 3 clusters into one main cluster. Clusters within a cluster. Then you would only need one shift register. See example below:

An alternative to putting your clusters into one main cluster is to wire your clusters into a bundle function. The output is the same as the main cluster above.
