I think I have found the cause and solution to this problem.
There were seven VIs that looked at the paths of the DLLs contained in this driver folder.
I found that those VIs did not correctly indicate the location of the DLLs when EXE'd, so I rewrote them.
This allowed the build of the project for testing to work without CODE 7 errors.
