It's the function you use if you want to programatically call a file dialog - period. A custom run-time menu can be written to call any piece of code you want on the block diagram.
There is free LabVIEW training available. Another thing that I recomend is that you turn on Context Help and move your mouse over every function on the palettes. A quick way to get familiar with the functions available in LabVIEW.

Thanks. This function clears up a lot of questions. As far as training... I do use context help. I just haven't memorized every function on every sublevel yet. I also have studied some of the online resources you mention (and am continuing to study others) but there only so many hours in the day and I have to make a small amount of time to get some work done.
