How to make a stop light program

I've been trying to make a simple stop light program but have been unsuccessful, help please.

What exactly do you want the program to do? It would be helpful to outline what you wish it to do before advice can be given to set you along the right tracks.

It seems so simple but I just can't grasp the basic...I'm trying to write a program that have indicators going from red to green yellow then red, etc...
