How to make an Installer for 32bit

Hi everyone! 
I want to make an Installer for my Labview APP. But I can not install it on my pc with 32bit system. How can I make it work? I have tried Runtime 2016 (not 64 Bit Version) but it didnt work, i got the same error.

use LabVIEW-32bit to create your executable/installer…
