could you be more specific about the error?
Is it a crash in DSCEngine.exe?
If so, could you turn on to log the crash dump/Dr Watson file for Windows 2000 and attach the Dr Watson log file?
Brainstorming:
*Is your database totaly corrupted? - Delete all the files in \data folder (or wherever the default.scf is configured to log the data) before you start the engine.
*Is the default.scf file corrupt? - Create a new .scf file with maybe one Analog Memory Tag and try to start the Engine.
Otherwise, a more descriptve error would give maybe other ideas.
