I am trying to create channels twice on the same card, ie 4 counter inputs and 3 counter outputs

Just to verify your last message, did you mean to say you can generate and read from the same counter Card?  Because I am using different counters. 

Also if it is an issue with not being able to generate and read on the same counter card,  How come I have been able to generate and read analog inputs and outputs on a USB-6218?

Yeah, you should be able to generate and read from the same counter card using different counters. You just can't generate and read from the same counter onboard the counter card.
