There are some third-party instruments that will not show up in MAX, but you can still communicate with them through the GPIB card. When you say that the PC used to work just fine, I am not sure if you meant that it worked with these specific instruments. If not, then it may be that these instruments will not be detected in MAX.
If these instruments have been successfully detected before, then it is very possible that it is a driver issue.
