Sorry for late responding. I was really busy with some other experiments. Recently I received an email for the manufacturer of the measurement equipment (sm130). It is as below.
"Thank you for your email. The sm130 is designed specifically for measuring shifts in peak wavelengths of ~250pm-wide-FBGs at 1kHz. The intensity measurement is not calibrated. It's only presented (at 10Hz) to help the user to optimize gain levels for FBG wavelength. I'm afraid that the measurement you need is not a good match with the engineered purpose of the sm130."
I couldn't understand what he is talking about exactly. But I think the reason why I got the error message was because of limitation of the equipment. Can I ask some more questions after clearing some issues about the equipment? Thank you for your help.

Hi Abebae,
I think what they are saying is the that sm130 is not designed to measure intensity specifically, heance the "not calibrated" comment. A general instensity is required however because intensity is what determines where a peak exists. When you change the gain, the instensity will change which allows you to see the signal more clearly and obtain a more accurate wavelength reading. Does that help clear it up?
